Responsibility of the Artist

Oscar Wilde once said, “All art is quite useless”. Is the responsibility of the artist limited only to the extent of creating a “piece” and providing human/social conditioning? Or is there a greater conscientiousness to an artist as one is considered to be more evolved and be the agent of change?
